NSW: Rees denies he called coastal residents 'spivs'
By Nick Ralston, State Political Reporter
SYDNEY, Feb 4 AAP - Premier Nathan Rees denies a Nationals MP's claim he labelled all
NSW residents living along the coast in rural areas "spivs".
Asked why he believed donations to the Nationals were on the decline, Mr Rees said
earlier this week that it was "no surprise", saying the party was "a rump", particularly
in NSW.
"They don't offer an alternative," Mr Rees said on Monday.

At the risk of running afoul of the food critic's handbook with a mixed metaphor, I'll venture that Shabtai Hadayag is a strange bird on the Jerusalem scene - and I don't only mean the restaurant. Shabtai's unorthodox aura is due largely to its eponymous proprietor and his eccentric charm. Luckily, however, the oft-bizarre ambience did not detract from our overall experience and the conviction that this is one of the best places for fish in the city.
As you may have guessed, the fare at Shabtai is almost exclusively catch of the day. In fact, Tel Avivians will recall that a restaurant by the same name was active in Jaffa for dozens of years. Legend has it that Shabtai Kordova, a Turkish immigrant and master fisherman, would set out to sea every morning in his trawler. And every evening, upon dropping anchor in the Jaffa pier, he would set up an impromptu grilling station, feasting on choice selections from his net. Passersby, lured by the delicious aromas wafting from the grill, would venture forward, a salad, pitot or a bottle of beer in hand, and settle down to partake of the feast. As time went by, upside-down crates were draped with white tablecloths, and Shabtai's restaurant was born.
The Jerusalem branch, which opened late last year, is run by Saba Shabtai's grandson and namesake, an outgoing, colorful character who, at 29, could easily furnish any number of newspaper articles with his unlikely life story. In short, the younger Shabtai Kordova's father became haredi when Shabtai was very young, and sent his son to an ultra-Orthodox Sephardi yeshiva in Jerusalem. Kordova went on to attend Ponevezh (the Yale of the yeshiva world) in Bnei Brak before leaving the religious fold, writing a book about his experiences under the pseudonym Shabtai Kor, and gaining Internet notoriety with a popular blog and a column on Ma'ariv's NRG website - especially among those haredi youths contemplating a similar leap of disbelief.
When it comes to fish, however, my dining partner and I can affirm that Shabtai sticks to the gospel. After seating us in the gallery of the restaurant, he explained the various items on the menu, recommending that after the gratis opener of salads, freshly grilled pitot and lemon-mint slush, we try the fried red mullet (NIS 105) and the grilled trout fillet (NIS 105). We said OK and were promptly served a huge assortment of salads, most of them quite good, if a bit on the spicy side, but some of them not worth dwelling on, like the pickle and corn (we were pretty sure it came from a can) salad that brought back memories of my own bygone meals in a yeshiva mess room. The pitot were hot off the grill and crunchy, and soft in all the right places.
When we were done with the salads we moved on to the mullet, which Kordova claimed had been a personal favorite of the late King Hussein of Jordan. The dish was a pleasant, succulent surprise, and my dining partner and I succeeded in polishing off quite a few of the little fish - despite having to struggle with the abundance of bones. Satisfied but wearied by the challenge posed by the bony mullets, we awaited the trout. Simply put, it blew us out of the water. The fish was grilled to perfection, with just the right amount of char on top, full of flavor, and nary a bone in sight. We delved into it cheerfully, leaving nothing but gleaming white plates.
As our meal wound down, things began to take an unusual turn. Someone decided to crank up the small speakers downstairs, and we were treated to a blaring, distorted medley of children's music that was totally at odds with the laid-back mood the restaurant had seemed to be projecting. Kordova, a sailor's cap perched on his brow, was shuttling between the tables, schmoozing with the guests, many of whom seemed to be personal acquaintances, and discussing wine with a couple seated at a gallery table while standing in the lower level of the restaurant. With the cap on his head and plates of fish balanced on his arms, his likeness to the huge portrait of his grandfather on the wall - along with an enormous ship's wheel, the only distinct design touch in an otherwise bare-bones decor - was uncanny.
My companion and I were undecided as to whether the informal atmosphere would be of benefit in a restaurant that, price-wise at least, caters to a similar crowd as the 1868s and Joys of the city. It was clear, however, that Kordova was an inseparable part of the ambience and that his personal style probably has more than a little in common with the original Shabtai Hadayag, where the crisp tablecloths were no more than a thin veneer covering the upside- down crates on the pier. Ultimately, whether or not you choose to buy into the mad-capper scene at Shabtai is a matter of personal taste, but there is no question that the fish on those crates is first rate.

NSW:Rivers fall but flood reprieve won't last
SYDNEY, Dec 7 AAP - Rivers in flood-stricken parts of NSW have continued to fall overnight,
authorities say, but the reprieve for thousands of residents is unlikely to last long.
The State Emergency Service (SES) said Wagga Wagga, Gumly Gumly and Coonamble remain
on alert as the Murrumbidgee and Castlereagh rivers face the possibility of further rises.
The Bureau of Meteorology (BoM) has predicted heavy rainfall on Wednesday and Thursday
and major flood warnings remain in place for affected areas in the state's southwest,
central west and north.
"The rivers ... have slowly fallen, which is great news," SES spokesman Dave Webber
told AAP on Tuesday.
But evacuation warning orders are still current for parts of Wagga Wagga, Gumly Gumly
and Coonamble, and authorities are closely monitoring the rivers, with further adverse
weather expected.
The weather bureau is predicting heavy rain is predicted for most of NSW on Wednesday
and Thursday.
"If there is rainfall over Wednesday and Thursday it will actually cause further river
rises for those already flood affected areas," Mr Webber said.
Wee Waa on the Namoi River in the state's north is also bracing for major flooding
which will isolate the township of 2000 people, the SES says.
The river is expected to reach major flood levels late on Tuesday but an exact time
is not yet known.

FED: Gov't unveils blueprint for aviation sector
By Crystal Ja
CANBERRA, Dec 16 AAP - Australia's aviation industry is set for a shake-up with plans
to welcome more foreign investment, build new airports and make life easier for passengers
by easing bans on dangerous items.
But the government's long-awaited white paper, Flight Path of the Future, guarantees
decisions on a second Sydney airport are still some time away.
The paper, Australia's first long-term strategic plan for the aviation industry, was
released in Canberra on Wednesday by Transport Minister Anthony Albanese.
Mr Albanese stressed it was no longer good enough to have an ad hoc policy to deal
with issues as they arise.
"This risk-averse strategy was perhaps best paraphrased by Spike Milligan: `We have
no plan, nothing can go wrong'," Mr Albanese said.
"Frankly, the times deserve and the times demand better," he said, adding air travel
was expected to double over the next 20 years.
Broadly, the plan is aimed at boosting competition and ensuring the survival of the
$6.3 billion sector with plans to free up the skies to foreign competitors, build more
airports and tighten security.
Baggage and passenger screening will be strengthened, but less vital security measures
will be eased.
Among specific measures, bans on certain cabin items will be dropped - such as knitting
needles, tweezers and nail files - and metal cutlery will return for in-flight meals.
The paper acknowledged such restrictions, inconsistent with those in the United States
and the UK, had been causing confusion and delays for minimal security benefit.
Of the more than 130 policy initiatives outlined in the paper, safety and security
will remain the industry's top priorities.
The government wants to maintain Australia's impressive air safety record and has promised
extra funding to the Civil Aviation Safety Authority, while big aeroplanes will be fitted
with tougher on-board security.
Qantas has welcomed the government's plans to ease restrictions on foreign ownership
of the flagship carrier, saying the limit will be raised to match the levels adopted by
its rivals.
But plans killing off the Badgerys Creek site as Sydney's second airport have not been
received so well.
The government will set up a taskforce to find a better location and promises to consult
more effectively with the public over noise and flight path issues.
Mr Albanese acknowledged tensions between the community and the needs of airports would
"never be completely" reconciled, but they could be better balanced.
Community groups said the taskforce simply amounted to more delay tactics, given it
will not report back until mid-2011.
The paper also cited a need for better access to air travel in regional areas and steps
to reduce its carbon footprint.
Aviation makes up about two per cent of Australia's greenhouse gas emissions - a figure
set to rise given the expected boom in flight numbers.
About 50 million people travelled by air domestically in the last financial year -
almost three times the number of two decades ago.
Mr Albanese also flagged an intention to boost foreign competition on international
routes, saying repeatedly that he welcomed the liberalisation of the market.

SA: Protesters decry BHP Billiton's proposed expansion
A mass of black balloons has covered the steps of the South Australian parliament during
protests against BHP Billiton's proposed expansion of the Olympic Dam uranium mine.
The rally marks the final hours open for comment on the environmental impact statement
for the proposed expansion.
Greens Legislative Council member MARK PARNELL says the balloons are a poignant symbol
of a proposal that should be sent back to the drawing board.
He says 13 million black balloons would be needed to represent greenhouse gas emission
from one hour's operation.
Mr PARNELL also says the desalination plant BHP wants to build to supply water for
the plant is just a few hundred metres from the world's only site of breeding cuttlefish.

Vic: Woman who killed new husband jailed for nine years
MELBOURNE, Feb 13 AAP - A Victorian woman who killed her husband two days after they
married has been jailed for nine years.
Patrick Plumbe, 60, was killed one day after making his new wife Margaret Vandergulik
the sole beneficiary of his $1 million superannuation fund.
His charred body was found behind the steering wheel of his burnt-out ute beside Wangaratta-Devenish
Road, in northeastern Victoria on April 28, 2005.
Vandergulik, 61, formerly of Kialla near Shepparton, pleaded guilty to manslaughter
and was on Friday jailed for nine years.
Victorian Supreme Court judge Justice Murray Kellam said Vandergulik had shown a "callous
indifference" to fulfil a duty of care to her husband as she left him to burn in his car.
"This case is a most serious example of the crime of manslaughter by criminal negligence,"
Justice Kellam said.
He added Vandergulik's actions were the more culpable because she had failed to ensure
whether he was dead or alive even though she could help him given her expertise as a nurse.
Justice Kellam said Vandergulik had not shown any remorse or helped police in their
investigation, which she tried to manipulate.
Vandergulik was to stand trial for murder in October last year but entered a plea of
guilty to the lesser charge of manslaughter.
She must serve a minimum term of six years.

SA: Francis escapes jail over contempt of court charges
ADELAIDE, Aug 25 AAP - Adelaide radio shock-jock Bob Francis has escaped going to jail
over comments that a magistrate's face should be "smashed in".
Francis was today sentenced to nine weeks in prison and fined $20,000 after being convicted
on two counts of contempt of court.
But Supreme Court Justice David Bleby suspended the jail term, instead putting Francis
on an 18-month good behaviour bond.
Justice Bleby also fined Festival City Broadcasters, owner of radio station 5AA, $80,000.
On October 26 last year, Francis used his top-rating evening program on 5AA to discuss
the case of Robert John Walker, a man charged with possessing child pornography who had
been found with a list of names and addresses of young children and documents expressing
a desire to eat them.
During the program, Francis said Walker was guilty, despite the fact he had not entered
a plea at the time.
Francis went on to describe the case as "worse than the Snowtown bloody deaths" and
said a decision by Adelaide magistrate Gary Gumpl to hear a bail application for Walker
was irresponsible.
"Am I here as a normal bloody human being or do judges live in another world?" he said.
"Oh, smash the judge's face in."
Francis later said he was unaware that, by law, a magistrate must give due consideration
to all bail applications.

Qld: Police officer suspended on full pay
BRISBANE, Dec 20 AAP - A north Queensland police officer who crashed a paddy wagon
while drunk will remain on fully paid sick until investigations are completed.
Constable Craig Andrew Sinclair, 41, was fined $1,000 and his licence was suspended
for 10 months when he pleaded guilty in the Bowen Magistrates Court on Friday, the day
after crashing the vehicle.
Sinclair's case was supposed to have been heard on January 6 and the police prosecutor
had opposed the early hearing on the grounds investigations into other possible offences
were still under way.
The court was told the officer had been driving the paddy wagon home from a work Christmas
party early last Thursday when the vehicle ran off the road and into a fence on a vacant
lot.
He was not injured but was later found to be driving with a blood alcohol level of
.163 - more than three times the legal limit.
Police said today the officer was on sick leave and any further disciplinary action
would depend on the outcome of the investigation.
Police Minister Judy Spence last week condemned the officer's behaviour as sending
an "appalling message" to the community.
The Queensland Police Service's Ethical Standards Command is still investigating the
case and moves were under way to have Const Sinclair transferred away from Bowen.

FED: Carey should pay for falling window accident
The Kangaroos AFL club is suing newly-returned star WAYNE CAREY over a falling window
incident involving his best friend and team-mate outside his Melbourne hotel.
CAREY'S best friend and teammate ANTHONY STEVENS was sliced from the corner of his
mouth to his shoulder in 2000 when a window pane fell on him outside the Redback Brewery
Hotel.
The hotel was party owned by CAREY.
The accident happened before CAREY'S high-profile affair with STEVENS' wife KELLI became
public in the same year, leading the premiership-winning captain to leave the Kangaroos
in disgrace.
STEVENS launched legal action against CAREY over the accident and reached a private
settlement in March last year.
But in the latest instalment of the drama, the Kangaroos are now suing CAREY'S company

Companies Pouring More Money Into Performing Arts.
Internet and venture companies are expanding their investments in public performance like drama, musicals and concerts in an effort to net both profits and high value-added cultural contents.
Pouring money into performing arts, a sector which saw funding plummet with the economic crisis, is being revived on investments mainly from Internet companies and venture funds.
E-commerce company Interpark (www.interpark.com) will invest 3 billion won (about $2.7 million) in public performances this year. It spent 600 million won for concerts of tenor Jose Carreras and Korean pop singer Lee Seung-hwan planned by Polimedia in November last year, becoming the first Korean company to directly invest in public performances.
Interpark has already invested 390 million won so far this year in three performance planning companies, including Dreammaker which is advancing concerts of top singer Cho Sung-mo.
It is seeking to invest in promising performances from the planning stage and recoups its funds gradually from ticket sales.
Interpark, which is operating the booking service Ticketpark, posted profit of 50 million won from last year's investment, including commissions from ticket sales.
Though profits are small, investments in performance help the company secure content suppliers.
Musical Avos earlier this month made news by attracting investments from angel funds Carmanpark, KAIST-AVM and Pusan Techno Angel Club. The three jointly invested 130 million won for a musical whose performance was almost impossible due to the financial difficulty of Seoul Musical Company.
Investors promised to recollect their capital only even if the musical yields some profit and reinvest the remaining profits for other performances in the future.
Internet service provider Thrunet also became the first company to officially invest in dramatic plays, which are thought to be less profitable than concerts or musicals.
Thrunet established project group Iart (www.iart-korea.com) jointly with public performance information Web site Haje (www.haje.co.kr) and performance planning company Ida.
Iart will raise funds to invest in plays and give awards every year to the top dramas. It will invest around 200 million won in plays this year.
The companies are planning to invite investors online for small investments in the funds while reflecting audience opinion as much as possible via the Internet from drama selection to review.
``It will be attractive for investors to invest with a small amount of money and secure good cultural content,'' Haje President Yang Chang-ryul said.
Hangil Group, which owns an angel club, acquired TNS Theatrical last month and changed the name to Hangil Entertainment.
Hangil Entertainment will receive financial assistance from its parent group, which was the first cultural business team created in over a year since that of Samsung Group vanished in 1998.
The inflow of funds into the performing arts is attributed to the active efforts of those in the industry to attract investment and companies wanting to secure high value-added cultural content first, an industry source said.

Click Consult believe that Google's intentions in creating Google+ were multifarious, with two prime reasons standing out -- to directly challenge Facebook's grip on social-media and to generate its own platform that can be used to closely monitor social signals. Click Consult also believe that the latter will directly influence internet marketing campaigns in the future, with Google's results pages being directly influenced by Google+ activity.
The results of the review are scheduled to be published on their internet marketing blog in the coming weeks.
"At Click Consult we approach our work with an innovative and dynamic ideology, and that means we need to be ahead of the curve when it comes to digital marketing techniques and strategies. As soon as we learned about the launch of the Google+ social network, we immediately set our research & development team to work on ways it can be used to improve the services we offer our clients," said Matt Bullas, managing director of Click Consult. "Already, it seems that the genesis of this Google social project can be attributed to their desire to challenge Facebook and its current domination of social networking. Also, perhaps more importantly, Google have devised a platform that allows them to precisely monitor social activity -- such as the actual content being shared, for example. This is likely to influence their results pages, and therefore our research is being conducted in the light of utilising this new medium for the benefit of our clients."

SES Signs Agreement for Internet Connectivity across Africa.
YellowSat to use capacity on NSS-703 at 47 degrees West
Luxembourg, - Global satellite operator SES S.A. (Euronext Paris and Luxembourg Stock Exchange: SESG) announced that it has signed an agreement with YellowSat, a French start-up company that provides Internet connectivity to enterprises, governments and institutions in Africa.
YellowSat is a new SES customer and the first to use inclined orbit capacity on NSS-703 at the spacecraft`s new orbital location of 47 degrees West. YellowSat assists customers by supplying satellite capacity and the necessary reception equipment to provide internet connectivity, telephony and video-surveillance to homes and businesses in remote locations. Inclined orbit capacity is capacity on a geosynchronous satellite that is no longer controlled in the north - south axis in order to prolong its commercially usable life. To use capacity on satellites in inclined orbit, one needs an antenna on the ground that follows the satellite's movement. Thanks to a dedicated tracking device developed by YellowSat its customers can use this inclined capacity without having to purchase an auto-tracked antenna thereby providing a substantial investment savings to customers.
This unique solution allows YellowSat to keep the costs of its satellite-based Internet solutions relatively low. As connectivity in large parts of Africa is challenging, this is an ideal solution for businesses - especially in regions with no or limited terrestrial infrastructure.
"SES is constantly exploring how we can customise our capacity to our customers. By providing inclined capacity over Africa, we are catering to our customer's demand for cost effective solutions" said Simon Gatty Saunt, Vice President Sales, Europe & Central Asia at SES. "We are pleased to have YellowSat onboard, as it reinforces our commitment to providing Internet connectivity for end-users on the African continent, as well as kick starts our services at 47 degrees West"
"We chose to partner with SES in this venture as they have regional expertise as well as satellite capacity available for business growth" commented Pierre Grenier, CEO, YellowSat. "We aim to provide price effective solutions to our customers, and by leasing inclined capacity on NSS-703 we are able to retain cost-effectiveness. We have already signed a first customer in Congo-Brazzaville and look forward to help bridging the digital gap by offering our turnkey solution in other regions as well"

'Phishing' Is Latest Internet Fraud Scheme.
By Mary Anne Ostrom, San Jose Mercury News, Calif. Knight Ridder/Tribune Business News
Jul. 22--There's a new Internet fraud scheme you can add to your list: Phishing.
In what the FBI Monday called "the hottest, and most troubling, new scam on the Internet," criminals are sending out millions of fake e-mails to trick online consumers into divulging personal and financial information.
The legitimate-looking e-mails appear to come from some of the Web's biggest sites, including eBay, PayPal, MSN, Yahoo and America Online, and big-name banks and retailers.
In fact, tech-savvy criminals are collecting the information to commit credit-card fraud, identity theft and even unauthorized bank account transfers from unsuspecting consumers.
The problem has mushroomed this summer, prompting a warning Monday from the Federal Trade Commission and FBI for consumers to beware of criminals fishing for personal identification and financial information.
"Call it 'phishing', carding or brand spoofing, it's increasing in prevalence," said Eric A. Wenger, an attorney with the FTC who helped prepare the agency's first law enforcement action targeting the activity.
The phishers spam consumers with bogus re...uests for a wide range of personal information, ranging from bank account information to credit card numbers to ATM PIN numbers. They direct recipients to phony Web sites that closely resemble look legitimate corporate sites.
They hook consumers to give up personal information by claiming billing information needs to be updated or has been lost.
In more brazen versions, the perpetrators actually suggest that the consumer is a victim of fraud and needs to share the information to avoid a fraudulent credit card charge or to prevent more fraud. Other times, the e-mail offers a chance for a prize, a Mercedes Benz CLK in one case, if a consumer shares personal data.
Some of the culprits are sophisticated Web criminals. But some are just teens.
Take the case of the 17-year-old Los Angeles-area youth who scammed more than $8,000 worth of goods and services, including a laptop and a subscription to online adult-oriented sites. He sent fraudulent e-mails to AOL subscribers, saying there was a problem with their accounts and asking for new credit card numbers. He used that information to set up accounts at eBay-owned PayPal, which he used to make the purchases.
The defendant's AOL look-alike Web page directed consumers to enter the new card numbers. It also asked for mothers' maiden names, social security numbers, bank routing numbers, credit limits, and AOL screen names and passwords. The scheme allowed him to "plunder consumers' credit and debit card accounts and assume their identity online," the FTC said.
The teen has settled with the FTC by paying a $1,400 fine, forfeiting some of the goods and promising never again to send junk e-mail, the agency said.
That case, announced Monday, follows on the heels of a major brand spoofing case last month, when thousands of Best Buy customers received a junk e-mail declaring "Fraud Alert." Citing possible credit card fraud, the e-mails directed consumers to a "special Fraud Department page" supposedly run by Best Buy that asked for the recipients' Social Security and credit card numbers.
News accounts about the phony Best Buy e-mails may have incited more criminals to act, said Linda Foley, co-director of San Diego-based Identity Theft Resource Center.
And in one recent scam, e-mails supposedly from MSN said that technical difficulties arose with July 2003 billing updates. To avoid being terminated, the e-mail urged consumers to enter personal financial information at a "secure online account center." It also offered a bogus customer support phone number, but warned of an average 45-minute hold time on the phone. Microsoft confirmed it was a fraud.
The red flags are not always obvious, said FTC spokeswoman Claudia Bourne Farrell. In the case of the L.A. teen, when consumers clicked on the link, they landed on a site that contained AOL's logo, colors and even links to real AOL Web pages.
If a consumer has even the slightest suspicion, "Do not ever click on those hyperlinks," she said.
While the first reports of "phishing" date back two years, this summer has seen a noticeable uptick.
"We've been bombarded with eBay and PayPal scams" recently, said Foley, seeking "everything about you but your blood type."
Such bogus e-mailing prompted eBay last year to launch spoof@ebay.com, where people can forward suspicious e-mails. EBay said it will never ask online for a password.
EBay spokesman Kevin Pursgove said the company has had seen about the same volume of complaints over the last six months, but acknowledged that e-mail scammers are getting more sophisticated.
"As our anti-fraud tools have more success, they are getting more brazen," he said.
GONE PHISHING
Phishing is the use of spam to dupe consumers into revealing sensitive information such as credit card and bank account information. The e-mails pretend to be from high-profile businesses and direct recipients to "validate" their billing information at a Web site that mimics the legitimate one. The scammer typically uses the information to steal identities and commit financial fraud.
TIPS TO AVOID SCAMS
Don't click a link in an e-mail that warns your account will be shut down unless you reconfirm your billing information. Contact the legitimate company using a phone number or Web site address you know to be genuine.
Avoid e-mailing personal and financial information. Before submitting such data through a Web site, look for the "lock" icon that signals the information is secure.
Immediately review credit card and bank account statements for unauthorized charges.
Send suspicious e-mails to uce@ftc.gov and go to www.ftc.gov/idtheft for more information.
